Using [LinkML](https://linkml.io/) to specify the cross-government metadata model. Defined the Distribution entity with some related entities.

In this PR, the metadata model is specified using a yaml structure which can then be converted by linkml into several different schema representations including JSON Schema and SHACL.
The linkml framework also generates a documentation site from the yaml specification of the model and deploys it as a github page.
