Its not just 404s though. There are bunch of GitHub orgs listed that aren't getting a last updated. We probably need to treat them as a non code project, not just matching on github.com |

The GitHub orgs are causing 404s because run_update tries to construct repo API URLs from them. I made a separate issue, #274 for that. |

Some Code for Philly projects were popped to the top of the list with the recent changes. This PR attempts to address that by making sure that projects with GitHub URLs that return 404s are deleted from the database, and that
.gitextensions are stripped from GitHub URLs.
