Add pre-approved budgets

Add pre-approved budgets for post-paid invoices. Compute costs on preapproved budget invoices are immediately available, regardless of the payment status, but only if there is another invoice in the paid state.

• add boolean budget_preapproved
• add new payment status "Invoice requested"
• update approved_compute_costs_euro_millicents to include either invoices in complimentary or paid state or invoices marked as budget_preapproved if there is an invoice in PAID state
