Remove zoltan run (#20)

* remove zoltan as runtime dependency; pin metis/parmetis shared lib * MNT: Re-rendered with conda-build 24.7.1, conda-smithy 3.40.1, and conda-forge-pinning 2024.09.19.14.03.50
