Release a version from git 2023/11 for tf 2.14 compatibility

I've asked for a new release, i suspect that it will come on deaf ears
google-research/tf-slim#24

I should patch up to specify that old releases are only compatible with tf 2.12
Checklist

• Used a personal fork of the feedstock to propose changes
• Bumped the build number (if the version is unchanged)
• Reset the build number to 0 (if the version changed)
• Re-rendered with the latest conda-smithy (Use the phrase @conda-forge-admin, please rerender in a comment in this PR for automated rerendering)
• Ensured the license file is being packaged.

I'll leave this up until sept 9th. if I don't hear anything, I'll probably just merge this since it "works" as well as research software "works" and enables users to install tensorflow 2.15 (at least in my limited usecase)
