Note: a previously committed change will now be done in another PR (if necessary), waiting for the work being done in this PR to get merged

The RELEASE document is also not rendering links properly:

Not sure why the jinja syntax isn't working here, but I've changed the links to be either relative file paths or links that point to the conda/infrastructure repository so that the links show up properly while we figure out how to populate specific repositories via a variable.
