Update metal CI for Ubuntu 24

The use of legacy libncurses 5 requires yet again update of metal CI on new 24 Ubuntu latest runners. This PR is intended to address #144

Hi Matt (@mborland) I think, but I'm not entirely sure, that this upgrade of metal CI is also detecting an (unrelated, separate) issue that needs to be addressed on the CUDA runs as well.

The NVRTC run has been having sporadic issue's recently with kernel versioning. Interestingly the NVCC run is fine.

Hi Matt (@mborland) I've run/re-run the failed job 3 times now and 3 times in a row get the failure below. Something is not really getting the mojo on this run. A triple-try (or more) isn't reliable enough.

Could youplease take a look? Is something else going on?
