The actual MSRV is 1.34.2 according to cargo-msrv, but since CI is going to use this version to run the tests, use 1.70.0 instead to take advantage of the "sparse" protocol when fetching dependencies.
Travis stopped working at some point. The new workflow now runs cargo-fmt and cargo-clippy, taken from the specified MSRV.
