this avoids issue specific to Python 3.9, TypeError: 'staticmethod' object is not callable (since this method -- now function -- is used as a decorator)
This prevented the execution of the tests post-installation

The major change in this version is the addition of typing hints thanks to @duartemolha in Addition of Typing information to pybedtools #417. This also removes some leftover lines and variables from previous rounds of refactoring, cleaning up the code for improved maintenance.
fix post-installation testing in Debian package (make test temporary directories not in the "test" folder #419, thanks @mr-c)
removed Python 3.8 support, which is end-of-life.
