Maintenance Release

This is a maintenance release. To see project status, go to #99.

This release fixes issues with PHP 7.3/7.4 so it should be fully compatible now. There are also minor enhancements and some small bug fixes.

Here is the primary list of changes:

• Possibility to make captcha input optional (6a6d1cf)
• Possibility to change the Javascript URL (6e8663d)
• PHP 7.4 compatibility fix in WavFile.php (ba7128f)
• Fix division by zero if captcha length is 1 (#88 )
• Add fix for open_basedir restriction in effect warning with lame_binary_path (#63)
• Improve handling of multi-byte word lists (#87)
