Updated build and integration test scripts to include .NET 9 #1404

Description

I've updated the build and integration test scripts to include support for the latest patch release of .NET 9 (which I believe will capture RC builds, but I couldn't find much information on it outside of the actions/setup-dotnet GitHub action. Works for that one at least.

It looks like there is a missing targetframework for .NET 9 for the E2E tests
