Darksocv/darkio are 16-leds-capable, phys constraints should be board-specific.

makes all sense: the darkriscv/darksocv must be agnostic to the board, so different boards can work w/ the same darkriscv/darksocv... anyway, maybe the reset and pll logic would be better on the board top level, so different boards and different FPGAs may use different reset and pll logic... I will try improve this in the future! :)
