Version 2.3, pre-release 4

This version adds a spec file for generation of RedHat/CentOS RPMs, and a ReadMe to assist packagers.
The stream verification script das2_validate is not part of the generated RPMs as it has not been updated for 2.3/basic+xml streams.

The das2py and das2C RPMs have been tested as a set.
