[PECO-1803] Remove sqlalchemy and update README.md #469

This PR is to branch PECO-1803/connector-split.

The changes include

  • Completely remove the dependency on databricks-sqlalchmey to avoid the risk of circular reference and package (databricks.sqlalchemy) conflicts.
  • Update README to include pyarrow change in 4.0.0
