Replaced XSEDE information with information about its successor, ACCESS
Audited and revised the list of open access clouds to reflect changes in names and successor projects. Added information about OpenStack. Edited small typos in other sections.

Primarily, I sought to audit and update the resources for hosted, non-profit cloud infrastructure. The old XSEDE project is now ACCESS; JetStream is now JetStream2 and is a primary service provider for ACCESS; iPlant and Atmosphere are now CyVerse, and are powered by OpenStack. I added OpenStack in the list of OpenScience Cloud, but towards the end, because it is actually more similar to AWS/Azure/GCP than it is to OSG or ACCESS.
Just before making this pull request, I realized that I didn't even take a look at any of the open issues -- I just dove in and started updating something where I thought I could add value. The changes I'm suggesting are relevant to, but do not directly address, the issues in Issue #38, requesting a Table of Cloud Resources. In some ways this pull request is a more of a promissory note, that I would be happy to create that table as well, if it is still desirable. Such a table would probably need to include comparatives like "Free" ; "Application required" ; "Storage included".
