Should be straightforward to integrate.

(.venv) $ dctap init
Settings written to 'dctap.yaml'.

In principle I am happy to merge but rthe builds fail because the versions of Python used are old (3.7+). Will look into this and resolve as soon as possible.

Hi @need47, Thanks for the pull request. Since there were conflicts and the tests were failing, I had to manually merge it to the staging branch and issue another PR based on this (#27). @tombaker, the original maintainer of this project and the [PyPI package](https://pypi.org/project/dctap/), may review this and release the new version.
