Improving `@import` path handling

Hopefully fixes scenarios where @import variations are handled better.

Should support paths like

@reference {
  @import 'my.css'
  @import "my.css"
  @import './my.css'
  @import "subfolder/my.css"
  @import url("my.css")
  ...etc
}
...
