v1.2013 Fix for occasional crash bug

This release incorporates a fix from ptulp for a crash bug that would occasionally occur when starting the logbook. The problem had to do with the fact that the NMEA functions are declared multiple times and this time the PreParse function sometimes used the OpenCPN function i.s.o. the Logbook declared function.

This is now the recommended version of the logbook plugin to use against OpenCPN 4.0
