Ref: #1359

Description: This PR aims to solve #1359 to extend rust installation support to non-debian OS systems.

Changelog: The following changes are included.

  • The installation script is changed to extend support for different package managers other than apt.
  • Test scripts for different non-debian base images.
  • The readme file modifed with the added information.
  • Version bump.
