feat: redirect non super admin to config maps in configuration view instead of Deployment template

Description

This PR handles changes to enable redirection for non super admin to config maps in configuration view instead of Deployment template by creating a common util for getting fallback resource type. Currently this does not take into account whether there are any CM present or not.
