Addresses #925
Users reported experiencing 5xx errors on Database Connection Pools requests even if it was successfully created in DO. When this happens, in the terraform state, the resource was marked as not created because of 503 error. Following a retry, the creation of the pool fails because the name is already taken.
This proposes a workaround solution of adding an optional "skip_if_exists" argument. If the connection pool already exists, it will exit without error.
