Issues with apache + fcgid

This impacts Ubuntu, and potentially other Linux distributions.

Check sysctl vm.max_map_count if it is set to 65530 then you should increase this to 16777210. The default of 65530 is effectively 512MB which will cause "Unexpected Error EOF" from packer.
