With prepared index and downloaded jquery file, you can start developing as soon as it is downloaded and extracted. All content is non-CDN, so there will be less file requests on site load.
It includes gulp with SCSS compiler, BrowserSync, error catcher and notifier, minifies *.css files, etc. If you want to make your life eaiser and start using SCSS right away, please refer to this tutorial.
