Stable version of WRF4PALM v1.1.2

This version of WRF4PALM is now finally the most stable version. Several bugs have been fixed with efforts from all users and collaborators. There are still many features to improve but it's time to publish a new release.

Also for those who are looking for tools to create static driver, we now have the tool called GEO4PALM
