Add C++ Solution for 2045. Second Minimum Time to Reach Destination

I noticed that there were no existing code files for the 2045. Second Minimum Time to Reach Destination problem in the repository. I've contributed a C++ solution in the appropriate directory.

Performance:

• Runtime: 106 ms
• Memory Usage: 187.12 MB

This is currently the most optimized result I could achieve.

I’ll continue contributing efficient solutions, especially for advanced graph problems that seem to be missing from the repository.
