When adding new SOS test debuggees, we need to modify the
debuggees.slnfile. These solution files frequently cause merge conflicts and are difficult to parse.This PR updates them to the new XML based format
slnx. Migration was done usingdotnet sln migrate <sln>as described here.Verified:
