chore: Refactor `Directory.*.props` files #10457

This PR including following changes.

Add following files to solution folder(Solution Item) for editing in Visual Studio,

.editorconfig
Directory.Build.props
Directory.Packages.props
test/Directory.Packages.props

Move test specific settings under test directory's props.
Refactor props files to use GlobalPackageReference for following packages.
- Microsoft.SourceLink.GitHub
- coverlet

Note

GlobalPackageReference is used for development devendency (It automatically set <PrivateAssets>all</PrivateAssets>).
