Applies fix from #31 (which fails CI as is)
Code is from unmerged kernel commit delta-io/delta-kernel-rs#258, will switch back to kernel main branch once that is merged.

test/sql/generated/file_skipping_all_types.testbut it doesn't appear to succesfully skip files yet.
