The new system discussed which allows teams to mark themselves as not available (#2) and skips including them in the ranking 'batch' covers this.

That's not entirely true - there is implementation we need to strip out relating to the 'judging' model keeping track of 'Unranked' teams (teams that were skipped for any reason)

Towards addressing issue #1.

Under the new system (not yet developed) unranked teams will not exist
and rankings will be submitted in batches.
