Release to allow for 7.4 and 8.[0|1] tests

• Changed a few of the PHP tests to have their doc block reflect the changes.
• Moved testing to use PHP 7.4 (lowest common demoninator)
• Changed some of the PHPStan baselines to accommodate the above
• Added the code coverage to include the /tests directory
