testnet4 genesis update (#91)

* update pregenesis file

* update validate binary

* update genesis time to a fixed time in the past

* edit signed_blocks_window, add denom_metadata

* add testnet-4 genesis.json

* update total bridge amount

* reduce bridge.safety_params.delay_blocks with 75%

* update delayed_messges.block_height to

* update contract block height to 4495114
