Currently Dependabot doesn't work with dependencies in both pyproject.toml and requirements.*.in files. It detects both locations, but it doesn't update the prod dependencies specified in pyproject.toml. So, the prod dependencies have been moved back into a requirements.*.in file until this issue has been fixed.
This was done using `just update prod`. It shouldn't be necessary to do in future, because of the previous commit that should enable dependabot to detect changes in future.
