INFO: Coverage date gotchas

The rules:

• the list must be sorted descending when adding more than one to a custom title
• packages only allow one custom coverage date, titles allow more than one
• coverage dates can't overlap
• a custom title's coverage dates must all fall within the coverage dates of it's parent package
