What does this PR do / why do we need this PR?

This component was using an latest-like tag which is against our policy.
It also stopped being updated somewhere between v0.5.0 and v0.6.0.

Also make image configurable via values.

Running a query like count by (tenant_id) (up{tenant_id="something"}) in the Grafana Explore console produces results that still say {tenant_id="mycluster-wc"}.

Changes between v0.5.0 and v0.11.0 may be worth an extra look by another pair of eyes.
