I think we should show that an app is running on another workspace instead of not running at all, since the behavior of clicking on the icon changes based on that (switch to workspace and activate vs. launch new on current workspace).
Not sure whether the grey dot (i.e. the insensitive version of the on active workspace indicator) is good so alternatives are appreciated (maybe work with colors?).
