• Require Elixir 1.12 as a minimum.

• Bump dependencies

• Remove Elixir 1.17 warnings

• Explicity confire tz_world which is required by astro 1.1 and later.

• Optionally configure tz_data and tz - one of them (or an alternative time zone database) must be configured.
