• Revert back to image tags vs sha256 to better support multiarch

Hello! Is anything preventing this PR from getting merged?
I believe these changes fix the Validate Images job that started to fail when ubuntu-latest became 24.04.

EDIT: The issue still persists :/

pytorch:2.5.1-cuda11.8-cudnn9-devel is not a vlid runtime image ...
