  1. Correct global tool commands for fsharpautocomplete and csharp-ls 

    dotnet global tools are invoked directly by the binary name -- `fsautocomplete`,
not `dotnet fsautocomplete` or `dotnet tool run fsautocomplete`, as local tools
require. This commit corrects the command formation behavior.
