Depends on #612.

Update the contract to support upgradeability of the linked ERC-20 EVM contracts that were deployed. It is necessary to establish and test this framework before we consider the MVP version of the eosio.erc2o contract complete. We do not want to deploy (even to testnet) prior iterations that do not support upgradeability.
