State of QRDA repository prior to moving development into its own repository

This release just tags the state of the qrda repository prior to moving all of the development folders into their own qrda-development repository.

State of QRDA repository prior to directory restructuring

The structure of the QRDA repository is being restructured on April 17, 2019 to present published schematrons in a more user-friendly way, and to more easily distinguish those elements that are published for public perusal from elements that are strictly under development.

The Schematron folder (singular) was obsolete when the Schematrons folder (plural) was created back in 2015. We are deleting the old Schematron folder to avoid confusion.
