fix: use testify instead of t.Fatal or t.Error in api package

This uses testify instead of testing for t.Fatal or t.Error calls in api package

I'm waiting for a etcd-io member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line.
