Serialization is the process of converting data structures into format that can be transmuted, transmitted and reconstructed later. SSZ is a serialization format that is used in Ethereum 2.0 Beacon chain. The [Casper FFG](https://arxiv.org/abs/1710.09437v4) is an overlay atop a proposal mechanism -- a mechanism which proposes blocks. Casper is responsible for finalizing these blocks, essentially selecting a unique chain which represents the canonical transaction in the ledger.
