In PHP 8.4, the [`E_STRICT` constant is deprecated](https://php.watch/versions/8.4/E_STRICT-deprecated) and none of the core extensions emit these errors. This adjusts the error handler to not use `E_STRICT` constant on PHP 8.4 and later.
