Rename global stopping tests_strategies -> test_strategies (#2354)

Summary: Pull Request resolved: #2354 Pytest "...will execute all tests in all files whose names follow the form test_*.py or \*_test.py in the current directory and its subdirectories.". With the previous file name, the tests in this file weren't being executed in OSS. Discovered after seeing 26% codecov for global stopping directory.
