Draft: Allow reuse to scan sub-modules #2

Changes collect-license-metadata and generate-copyright so they can now look at the git submodules.

Unfortunately reuse chokes on the LLVM submodule - it finds the word "Copyright" or the unicode symbol in all kinds of places, including UTF-8 test cases. The reuse tool expressly won't let you ignore folders, so we let it scan everything and then strip out the LLVM sub-folder in post. Instead, we add in a hand-curated list of copyright information gleaned by reading the LLVM codebase carefully.

LLVM copyrights are now condensed to those reported in the .reuse/dep5 file.
A `reuse --include-submodules lint` now passes.

Is OR the right thing to use here? I believe some of LLVM (like, individual lines of random files at this point) is solely NCSA and all the rest is Apache 2+LLVM Exception only. NCSA XOR Apache-2.0 WITH LLVM-exception if you will.

The code base was previously licensed under the Terms described here. We are in the middle of relicensing to a new approach (described above), but until this effort is complete, the code is also still available under these terms. Once we finish the relicensing project, new versions of the code will not be available under these terms. However, nothing takes away your right to use old versions under the licensing terms under which they were originally released.

I'll change this to AND because some things in the tree may not be NCSA.

Note to self: where does compiler-builtins fit in here?

Edit: It's an out-of-tree component picked up by cargo, so it needs fixing over there and then we need to get generate-copyright to call cargo license or something similar.

The LLVM project is a combination of some NCSA licensed files and some Apache-2.0 WITH LLVM-exception licensed files, so you should follow both licences when using the combined work.

Also clarified where I got the copyright years and git hash from.

Repair several `riscv64gc-unknown-linux-gnu` codegen tests

Together with [email protected], we've been starting to explore improving the state of the `riscv64gc-unknown-linux-gnu` target. Additionally, I'm looking to add support for this platform in [Ferrocene](https://github.com/ferrocene/ferrocene) ([Related PR](ferrocene/ferrocene#618)).

While running the test suite, we noted several tests were failing.

It appears that several of the riscv64gc-unknown-linux-gnu codegen tests have not been updated in some time and seem to have experienced a small amount of bitrot.

After speaking with `@workingjubilee` (as I have little expertise in LLVM codegen) I believe these changes to be correct.

### `tests/codegen/riscv-abi/call-llvm-intrinsics.rs`

I believe this change does not alter what the test is testing and is harmless.

### `tests/codegen/riscv-abi/riscv64-lp64d-abi.rs`

The changes largely mirrors those from loongarch64:

### `tests/ui/debuginfo/debuginfo-emit-llvm-ir-and-split-debuginfo.rs`

The test is ignored since `-Csplit-debuginfo=unpacked` is not supported on this platform. Context can be found in rust-lang#120518.

## Reproducing the failures

Using a `config.toml` with the following:

Simplify provider api to improve llvm ir

This PR seeks to resolve the last concern in rust-lang#99301 (comment)

We resolve the issue by moving the type_id to be stored in the `Request` itself rather than being accessed through the `Erased` trait, letting the compiler infer that the value of the type id will not change between lookups.
