Reverted OCI license change as it is an OCI bug
OCI 7.1.1 changed the URI for retrieving, updating and replacing licenses. Unfortunately this didn't result in the API Version to be increased and thus the PowerShell cmdlet for retrieving, updating and replacing licenses did not work for OCI before 7.1.1. In this version the Cmdlets are built against the OCI 7.1.0 API documentation which is still supported in OCI 7.1.1.
