Steps used to test these changes

Stability is a top priority for Files and all changes are required to go through testing before being merged into the repo. Please include a list of steps that you used to test this PR.

  1. Opened Files and attempted to open/save a file using the dialog.
  2. Verified that cancelling the dialog no longer throws a COMException.
  3. Verified that the exception message is accurate for FileOpenDialog.

I tested it and confirmed that this prevents exceptions when I canceled the dialog.
LGTM

FYI, this exception doesn't cause the app to crash. It simply generates meaningless exception reports.
