Previously, transactions contained a single compute budget
set_cu_priceinstruction. For some reason, the VM set the transaction's CU limit to 0. (Strangely different behavior from how transaction cost is estimated). "Executing" the compute budget program instruction costs 150 CUs, so the transaction was failing withComputationalBudgetExceeded.
