JB: What to do about TinyASM

Florian has confirmed that he is no longer maintaining TinyASM. I think we should fork under the firedrakeproject organisation or integrate the functionality into Firedrake itself.

There are many users, e.g., RK, SM, PB.

We could:

• put it in Firedrake.

or:

• drop, but let whoever uses/understands it (maybe PB or SM?) handle this.

or:

• put this tinyASM folder in firedrake/preconditioners (will this just work? JB: TODO)

JB: Python 3.12 and New Unbuntu container

This PR runs with Ubuntu 24.04, Python 3.12, Cython 3.0 and the latest released numpy version (it is unpinned!).

This PR is the same, but is using the latest release candidate of numpy 2.0.

Both seem to have performance regressions (CI going from 50mins to 1hr15mins 😢)

Oh, and we need Cython 3.0 changes to land before we can update the HEAD of our PETSc fork too!

KS : figure out why this is slower.

Wind back Cython to 0.29 and see?

If it turns out that something is wrong with Cython, bisect Cython.

JB: New PETSc changes

I think most are in favour of dropping Chaco from the default build (and we already dropped ML). The following PRs demonstrate that we can run Firedrake with the following PETSc configurations:

• No chaco
• No superlu_dist
• No MUMPS/scalapack??? Okay, I think we might require MUMPS for the test suite, this is not great...
• No hypre
• Just MPI+HDF5+MUMPS+scalapack "PETSc Lite"

Merge PRs
