Purpose
Wind-Adjustment Factor (WAF) Method was being overridden by
UseCrownRatiowhen Surface & Crown was being run. This change respects the
User-Provided WAF.
This change preserves the ability to use the calculated Crown Ratio
for WAF when the method is set to
